Caesar Catiline is a brilliant architect and artist who can stop time and see through dimensions. He dreams of creating a Megalopolis on the ruins of the abandoned Empire - the former New York, suffering from lawlessness, arbitrariness and corruption. Catiline is part of the Empire, but he is oppressed by the question: is the society of the Empire worthy of salvation?
