Gotham is threatened by two terrible criminals: the eccentric and sinister Penguin and the graceful and mysterious Catwoman. Will Batman be able to handle two formidable opponents at the same time? Especially since one of them intends to become mayor, and the other feels a romantic attraction to the Gotham hero.
