31 years have passed since the end of the Third World War. A new capital - Neo-Tokyo - was built on the ruins of Tokyo. Mass riots begin in the country due to failed tax reforms. The streets of the city are turning into an arena of numerous anti-government demonstrations, terrorist attacks by radical organizations and brutal fights between biker gangs. The cult of Akira is spreading across the country, whose followers proclaim that it is the superhuman Akira who must save Japan. Meanwhile, in secret research centers under the supervision of the military, experiments on humans continue in order to create perfect weapons.
