Dictator Mariano Vargas is killed in a military coup by Lieutenant Garcia. And unexpectedly, in a period of turmoil, Ramon Vasquez, a former minor official, appears at the head of the American island of El Pao. Now the new liberal ruler is forced to contend with the legacy of a dictatorial regime and often compromise with his own conscience.
