One of the senators who lobbies for the interests of businessman Taylor dies. In his place, the governor of the state, who has long sold out and works for Taylor, finds a replacement in the person of the leader of the local Boy Scout movement, Jefferson Smith. Smith is a courageous idealist who is eager to serve his country, can recite the Declaration of Independence by heart, but he has no idea that his role as a senator is to be a political puppet.
